NYPD Organized Crime Tow Truck Case Team will present their long-term organized crime investigation that included a large variety of different agencies. It resulted in the indictment of 17 individuals and ten companies for maintaining an unlawful monopoly on the towing industry in New York City through an elaborate series of schemes involving shell companies, insurance fraud, bid rigging, and other crimes.

The presentation will help investigators understand the basics of diagnostic testing for the purpose of identifying red flags, developing questions for recorded statements, and understanding what constitutes use, misuse, fraud, and abuse.

EDR Data Collection and Analysis Using Live Demonstrations

The presentation will start by establishing a foundational understanding of vehicle event data recorder operation, types of data collected and basic analysis of the data. The presentation will continue with an off-site demonstration of data collection from a collision damaged vehicle live-streamed into the classroom. Following the off-site demonstration, Jeff will demonstrate data collection directly from sample modules in the classroom. Following the live demonstrations, case studies using various applications of EDR data will be presented. Questions and audience interaction will be encouraged.

The Dual Track Fire Investigation: Managing the Relationship Between Law Enforcement and the SIU

The presentation will focus on the relationship between law enforcement and the insurance industry in situations where there is an ongoing criminal investigation into a claim. We will discuss protocols for the sharing of information, the proper documentation of the claim file and Arson Immunity statutes. We will also present actual claim situations involving the relationship between law enforcement and the SIU and propose solutions for managing conflicts that may arise.

The presentation will include the many uses of drones in the commercial and public safety community. The different types of drones, cameras and accessories to assist with drone operations. Laws and rules that govern commercial and public safety drone operators. Weather permitting there will be a live demonstration following the conference.

2018 Annual State Education Conference Annual Honors

Every year, the New York Anti Car Theft and Fraud Association honors exemplary men and women who dedicate their time, energy and talents to the fight against fraud and crime across New York State.  We are proud to present our 2018 Honorees.

THE JOE MCDONALD AWARD: The Joe McDonald Award is NYACT’s highest and most prestigious honor and is given to those in recognition of their contributions to the prevention and investigation of automobile theft and insurance fraud in New York State and for their dedication, support and contributions to the mission and work of NYACT. This award is named in honor of Joe McDonald, a co-founder of NYACT and dedicated vehicle crime and fraud fighter.

This case effected both law enforcement and the insurance industry. A long-term organized crime investigation that really covers everything that NYACT is about and it includes a large variety of different agencies. the indictment of multiple individuals and companies for maintaining an unlawful monopoly on the towing industry in New York City through an elaborate series of schemes involving shell companies, insurance fraud, bid rigging, and other crimes. Seventeen individuals and ten companies are charged in a series of New York State Supreme Court indictments with Enterprise Corruption, Scheme to Defraud in the First Degree, Conspiracy in the Fourth Degree, and Offering a False Instrument for Filing in the First Degree, among other charges.

JOHN J. KENNEDY AWARD: The John J. Kennedy Award is presented in recognition for outstanding service by Law Enforcement to the investigation and prevention of automobile theft and insurance fraud. This award is named in honor of J.J. Kennedy, who started his career with the New York City Police Department in 1966 and retired as a Detective from the Auto Crimes Division. He started his second career as a Special Agent with the National Auto Theft Bureau, which later became National Insurance Crime Bureau, where he spent the next twenty years of his life.

Senior Investigator Antoine Rainville and Senior Investigator William Corp

Senior Investigators Antoine Rainville and William Corp lead an investigation with the assistance of the NYPD Auto Crime Unit and the FBI, as part of the FBI Joint Major Theft Task Force (JMTTF), in the submission of altered out of state "Rebuilt Salvage" titles that had been used to defraud unsuspecting consumers. Four identified dealerships had submitted salvage title requests for more than the 35 titles that had original been identified in New York, and it was determined that in excess of 2,600 Rebuilt Salvage title applications were submitted since 2015, with a potential loss figure more than $20,000,000.00. During their investigation, working with NYPD and the FBI, they identified and investigated several organized criminal networks involved in vehicle theft, VIN altering, and the use of altered/counterfeit motor vehicle documents, as part of their criminal enterprise. To date, over 45 stolen vehicles have been recovered in this case and a total of 75 stolen cars have been linked to this criminal network, and numerous state level arrests have been made of targets of this investigation.

For recognition of a high level of integrity, dedication and expertise in the field of automobile theft and insurance fraud investigation, as well as for an ongoing service and support of the mission and work of NYACT.
Senior Investigator Hugh Brickley, NYS DFS Insurance Frauds Bureau
Inv. Brickly is a retired NYPD Detective who was assigned to the Auto Crime Div. for over 10 years. He has been with the IFB for over 20 years assigned to the Auto Unit. His experience in auto fraud investigations is second to none. He has been involved in many investigations with NYSP, local PDs and federal agencies. His investigations have resulted in the arrest and conviction of hundreds of individuals over the years. He has instructed at the NYPD Auto Crime School and the NYSP Academy. He has been involved in 68 arrests thus far in 2018.

MARCHISELLI INNOVATION AWARD
For his role as a NYACT founding father and first Chairman of the Board
Arthur V. Marchiselli
The Marchiselli Innovation Award will recognize the utilization and implementation of innovative technologies and progressive practices during the process of an investigation that leads to a conviction. Named in honor of Arthur V. Marchiselli for his forethought and perseverance in establishing NYACT in 1978.
