The National Insurance Crime Bureau (NICB) and the New York Anti-Car Theft & Fraud Association (NYACT) will be conducting a Workers’ Compensation Medical Fraud Seminar as a virtual event via the Zoom platform on September 21, 2020.  Attendance will be open to members of NYACT, NICB and Law Enforcement personnel ONLY.

Robert W. Manning, Sr. Partner, Stewart Greenblatt Manning & Baez
Mr. Manning's presentation will include different aspects of investigating workers compensation fraud. 
Robert W. Manning is a Senior Partner with Stewart Greenblatt Manning & Baez. His primary areas of practice are Workers’ Compensation Defense, Appellate Practice, and Real Estate. His Bar Admissions included the US Supreme Court in 1992, US District Court of New Jersey in 1984 and he was admitted to the New York Bar in 1984.  Previously Staff Counsel for Wausau Insurance, Robert received his J.D from John’s University School of Law in 1983.

Workers’ Compensation Case Study/Current Trends
Lynn Davis, Chief-Fraud Prevention Unit, Division of Confidential Investigations, NYS Insurance Fund
This presentation will highlight examples of specific cases and trends seen at the NYS Insurance Fund. 
Lynn Davis is the New York State Chief of the Division of Confidential Investigation Fraud Prevention Unit.  Has acquired over 20 years of professional experience and education in the fields of investigations, advanced technology, and complex analytics.  Lynn previously worked as a Manager in Special Investigation Unit at Esurance,  CNA Insurance Major Case  team and GEICO Insurance SIU Analytics.  Also, Lynn is a former NYPD Detective assigned to the Organized Crime Control Bureau. Her formal education includes from Utica College a M.S. Economic Crime Management, M.S., Financial Crime & Compliance Management.  From the University of Maryland a B.S in Information Systems Management and certifications in Project Management, Fraud Claim Law, and Paralegal Studies.

  • Anyone not preregistered and vetted will be removed from the training.
  • You will need to be a registered Zoom user and have your name accurately displayed for vetting purposes. 
  • A Zoom link will be sent to you the day prior to the event. 


Your Certificate of Attendance will reflect however you input your information so please use proper sentence case when completing registration (ie: Jane Smith, ABC Insurance Company).
